Aleph Alpha
European sovereign AI (Luminous models) for governments and regulated industries, GDPR-compliant hosting included
Overview
Aleph Alpha was a German provider of sovereign European LLM models (Luminous) designed for government organizations and highly regulated industries (finance, health, defence) requiring strict GDPR compliance and guaranteed European infrastructure hosting. However, since late 2024, Aleph Alpha has ceased direct commercialization of the Luminous LLM API to new customers, pivoting toward a closed enterprise platform strategy called PhariaAI (PhariaAssistant, PhariaStudio, PhariaOS, PhariaCatch) with pricing on request only. Cohere announced an acquisition/merger of Aleph Alpha in April 2026.
Aleph Alpha did not offer a French interface, though the company was a European enterprise based in Germany. The key advantage was guaranteed EU data residency (German data centers) with certified GDPR compliance, a major selling point for data-sensitive organizations. REST API was documented and supported integration into enterprise workflows. Since the transition to PhariaAI, public access to the Luminous LLM API is practically closed, and new customers must go through enterprise contracts (4-12 weeks implementation). This transition poses continuity risk for existing customers using Luminous.
Our verdict
Not for any new customer: the Luminous API is no longer commercialized, and PhariaAI is closed to new contracts without proof of specific enterprise need and multi-year commitment. The platform is not accessible to SMEs or startups.
