For one site and pure SEO use, Semrush is oversized: you'll pay five times Mangools' price for a fraction of the reports. Start with Mangools, and you'll quickly know if its quotas hold you back.
Once paid ads enter your scope, or you need to analyse markets and competitors deeply, Mangools doesn't scale at all: it simply doesn't have those features. The topic then isn't price.
Common middle case, one to five sites in SEO only: look at SE Ranking instead, which bills in euros and offers far better tracking quotas than Semrush for a lower price.
